COVID-19: PTF Lifts Ban On Religious Gatherings

The Presidential Task Force on COVID-19 has lifted the ban on religious gatherings in the country.

Chairman of the Committee and Secretary to the Government of the Federation, Boss Mustapha, made the announcement on Monday during the regular briefing.

The PTF Chairman explained that decision was based on recommendations of the committee which were approved by President Muhammadu Buhari when they met with him on Sunday.

According to him, the lifting of the restriction on worship places will be based on guidelines that will be issued by the PTF and protocols agreed by state governments.

“Relaxation of restriction on places of worship based on guidelines issued by the PTF and Protocols agreed by State Governments”.

The President also approved the ban on the gathering of more than 20 people outside of the workplace.

The PTF Chairman noted that, “After considering all factors mentioned above, the PTF submitted its recommendations and the President has approved the following for implementation over the next four weeks spanning 2nd – 29th June 2020, subject to review.

“Cautious advance into the Second Phase of the national response to COVID-19.

“Application of science and data to guide the targeting of areas of on-going high transmission of COVID-19 in the country”.

He revealed that resources have been mobilised at State and Local Government levels to create public awareness on COVID-19 and to improve compliance with non-pharmaceutical interventions within communities.

REMARKS BY THE CHAIRMAN, PRESIDENTIAL TASK FORCE ON COVID-19 AT THE NATIONAL BRIEFING OF MONDAY, JUNE 1, 2020

PROTOCOLS
I welcome you all to the National Briefing for Monday 1st June 2020.

2. When the PTF briefed the nation on Monday 18th May 2020, we informed you that Mr. President had approved amongst others, the extension of phase one of the eased lockdown so that the observed gaps in the expected impact of the National Response could be closed and the gains consolidated.

That action was based on the Guidelines developed and published by the PTF, working in collaboration with sub-national entities and key stakeholders.

3.The PTF also announced the extension of the lockdown of Kano State due to the need to address the peculiar circumstances that had arisen in that state.

4.During the two weeks extension, the PTF evaluated the COVID-19 situation in the country after which it submitted a Report to Mr. President as promised last week.

5.Ladies and gentlemen, despite partnerships, injection of resources, and collaboration, the COVID-19 has continued to ravage the world in very many ways.

It has also continued to spread and claim casualties. The global figures recorded as at Sunday, 31st May 2020 had risen to 6,407,451 confirmed cases, 2,862,610 recoveries, and 377,834 fatalities across 216 countries and territories of the world.

6.The global epicenter of the pandemic has shifted from China to Europe, then to the United States of America, and is now showing significant impact in South and Central America.

This shift to South America with virtually similar climatic and demographic similarities with Africa is a cause for concern when we consider the fact that earlier projections pointed to Africa as likely to be the worst hit continent, by the pandemic.

7.In Africa, confirmed cases stood at 146,568 while 64,080 cases had recovered and 4,222 fatalities were recorded as at Sunday, 31st May 2020.

8.Reports have shown that there are lesser numbers of confirmed cases than expected across the African Continent. Countries have continued to record significant daily increases, capable of overwhelming our fragile healthcare systems if there is a consistent surge.

This calls for caution, planning, multi-sectoral investment in institutional and human capacity, scientific and methodical approach as well as citizens’ commitment to the control of the pandemic.

9.As at midnight on the same day (Sunday, 31st May 2020), Nigeria had recorded 10,162 confirmed cases of COVID-19, 3,007 discharges, and 287 deaths.

Significantly, Nigeria recorded 553 new cases on Saturday, 30th May 2020 representing the highest single-day numbers, ever.

10. Nigeria’s national response has continued to rely on science, data, experiences drawn from other nations, and consideration of our peculiar environment to address the pandemic while observing the guidelines issued by the World Health Organization (WHO).

11. While reviewing the impact of previous measures and the first phase of the eased lockdown, the PTF prioritised the following aims.

i. Ensuring a cohesive, exhaustive and data-driven policy to guide the opening up of the country;

ii. Putting in place procedures for the effective review of the country’s reopening policy.

iii. Mitigating against our health system being overwhelmed by a series of sustained outbreaks.

iv. Maximising the impact of non-pharmaceutical interventions on COVID-19 control.

v. Minimising the negative and social effects of the non-pharmaceutical interventions.

12.Similarly, the PTF adopted the following guiding principles to ensure that the response is robust and holistic.

i. Utilisation of data systems to assess risk, measure response performance and evaluate progress.

ii. Application of non-pharmaceutical interventions in a measured and step-wise manner (e.g. using 2-week intervals to identify adverse effects).

iii. Narrowing the focus of non-pharmaceutical interventions with significant side effects (e.g. business closures, stay at home orders) to targeted areas for effectiveness and impact.

iv. Development of systems for the protection of vulnerable groups.

v. Prioritisation of risk communication and community engagement with an emphasis on community involvement and ownership.

vi. Encouraging States to fund activities (contact tracing, sample and data collection, etc.) that support the control of COVID-19 thereby generating data to aid decision-making.

13. The PTF, in reaching its conclusions and making recommendations for the next steps of the response, remained mindful of the following important socio-economic issues:

i. Impact of COVID-19 on the global economy and all national economies.

ii. Pain and hardship brought upon the poor & vulnerable, the aged, the sick, people living with disabilities, and particularly those whose survival depends on their daily earnings.

iii. Impact of the closure of schools and tertiary institutions.

iv. Avoidable death of citizens occasioned by the decline in the level of availability of medical services to citizens due to closure of medical facilities, rejection of patients by hospitals, and fear of stigmatization.

v. The level of infection of frontline workers and its implications for the national response.

16. From the economic development, security, and social cohesiveness perspectives, the PTF also worked closely with:

i. The Economic Sustainability Committee under the Chairmanship of the Vice President.

ii. The Central Bank of Nigeria (CBN) promoting the development of stimulus packages for different categories of SMEs, farmers, businesses, etc.

iii. The Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development working to enlarge the database of some of the Social Intervention Programmes (SIPs) for inclusiveness.

iv. The Federal Ministry of Labour & Employment charged with the mandate to organise the Special Public Works Intervention capable of employing one thousand youths from each of the 774 LGAs in the country.

v. The Federal Ministry of Agriculture & Rural Development on the mobilization and technical support to farmers for the planting season as well as the unrestricted movement of food and other agricultural produce.

vi. The Federal Ministry of Education for the development of guidelines and protocols for the safe reopening of our schools.

vii. The Security Agencies for the enforcement and protection of lives and properties.

viii. Professional bodies, Civil Society Organisations, the Labour Sector, trade associations, religious and traditional leaders.

ix. The Nigeria Governors Forum and the National Assembly.

17. The PTF has taken into consideration the advisory of the World Health Organisation on the need to do the following when planning to ease a lockdown:

i. Balance lives and livelihoods.

ii. follow a slow and phased approach that is data-driven.

iii. apply Public health measures in every community and at every phase of the response (i.e. surveillance, case finding, testing, isolation, tracing and quarantining contacts.)

iv. evaluating the economic and social aspects of the society, which will play a role in progressing or hindering any efforts for the response.

18.It is the consideration of the PTF that while Nigeria’s confirmed cases have increased in the period under review, the following factors should inspire confidence in the response:

i. The majority of the confirmed cases are in a handful of local governments in the country.

ii. 20 out of the 774 LGAs nationwide account for 60% of the cases (see map below).

iii. There is an opportunity to concentrate efforts in these high-burden areas;
iv. Federal agencies and State Governments are working together on the promotion and utilisation of guidelines on case management (e.g. homecare for relatively well patients).

v. There is increased capacity to detect, test and trace those infected with the virus.

vi. 29 testing laboratories have been activated, with Bauchi being the latest addition while the test count nationwide has exceeded 60,000; and
vii. A shift in focus to community engagement and enhanced risk communication.

NOTE: NCDC to list the names of the 20 LGAs
19.Notwithstanding the foregoing, the PTF considers it necessary to restate to Nigerians that:

i. Nigeria has not reached the peak of confirmed cases.

ii. The battle against COVID-19 is a long term one.

iii. Nigeria should pursue a strategy that will aid the sustainable control of the spread of the disease.

iv. Risk communications and community engagement should remain a top priority; and a Precision approach to containment and management should be adopted.

20.Based on the overall assessment, including available data on the public health considerations and resultant economic impacts, the PTF is of the opinion that Nigeria is ready to allow SCIENCE and DATA determine her cautious advancement into the second phase of the eased lockdown for a period of four (4) weeks.

21. After considering all factors mentioned above, the PTF submitted its recommendations and the PRESIDENT has approved the following for implementation over the next four weeks spanning 2nd – 29th June, 2020, subject to review;

i. Cautious advance into the Second Phase of the national response to COVID-19.

ii. Application of science and data to guide the targeting of areas of on-going high transmission of COVID-19 in the country.

iii. Mobilisation of all resources at State and Local Government levels to create public awareness on COVID 19 and improve compliance with non-pharmaceutical interventions within communities.

iv. Sustenance of key non-pharmaceutical interventions that would apply nationwide and include.

a) Ban of gatherings of more than 20 people outside of the workplace.

b) Relaxation of restriction on places of Worship based on guidelines issued by the PTF and Protocols agreed by State Governments.

c) Managed access to markets and locations of economic activity to limit the risk of transmission.

d) Ban on inter-state travels except for the movement of agricultural produce, petroleum products, manufactured goods, and essential services.

e) Mandatory use of non-medical face masks in public places.

f) Mandatory provision of handwashing facilities/sanitisers in all public places;
g) Extensive temperature checks in public places.

h) Maintaining 2 metres between people in public places.

i) Strengthening infection prevention and control at healthcare facilities.

j) Isolation of vulnerable populations (elderly and those with underlying health conditions)

k) Massive information and education campaigns.

v. Deepening of collaborative efforts with the community leaders, civil society, faith-based organisations, traditional institutions, etc;

vi. Continuous mobilisation of State governments to take up a greater role in the implementation of the guidelines and advisories provided by the PTF;

vii. Continued provision of support by the NCDC to States through guidelines to shape decision-making in responding to high burden LGAs and Wards; and
viii. Easing the total lockdown of Kano State and the introduction of Phase One of the Eased Lockdown.

22.Ladies and gentlemen, this is still a fight for life and our advancement to phase two does not mean that COVID-19 has ended.

It is still potent and highly wasteful of human lives. I implore all Nigerians and corporate citizens to take responsibility and play the expected role.

23. I will now invite the Hon Minister of Health to provide you with details.

The DG – NCDC will elaborate on the technical aspects of the next steps while the National Coordinator will expatiate on the guidelines before it is published.

GOVERNOR LALONG CONGRATULATES DEPUTY SPEAKER AHMED WASE @ 56

Plateau State Governor and Chairman, Northern Governors Forum, Simon Bako Lalong has congratulated the Deputy Speaker, House of Representatives, Ahmed Idris Wase on the occasion of his 56th birthday.
In a congratulatory message, Governor Lalong described the Deputy Speaker as one of the dedicated, loyal and patriotic sons of Plateau State who continues to serve the State and the nation with integrity and excellence.
Lalong said “The Rt. Hon. Ahmed Wase is a consummate politician and a reliable ally who puts the interest of his people above personal gains. He has used his influence to promote the cause of Plateau State by putting up strong arguments and lobbying for the good of the State at the National Assembly”.
Lalong recalled that only recently, the Deputy Speaker led a delegation of all elected National Assembly members from Plateau State who donated some money to the Plateau State COVID-19 Endowment Fund as well as personally donated palliatives to the State and many people in his constituency.
The Governor also appreciated the Deputy Speaker for supporting the programmes and projects of the Rescue Administration in Plateau State as well as personally executing constituency projects that have touched the lives of the people positively.
While wishing the Rt. Hon. Wase many more years of peace, good health and progress, Governor Lalong urged him to continue to remain humble, loyal and selfless, while maintaining the good name he has cultivated over the years.

FINDINGS OF AN “ON THE SPOT ASSESMENT” OF THE CHANCES OF CANDIDATES AND POLITICAL PARTIES AHEAD OF PRIMARY AND SECONDARY ELECTIONS WITH GRASSROOTS PARTY STALWARTS CARRIED OUT BY MUNASHAKONLINE AND SOURCENEWS24 BLOGS IN QUAN PAN AND SHENDAM LOCAL GOVERNMENT AREA OF PLATEAU STATE.
In a bid to sample opinion of what the electorates and delegates are thinking toward the bye-election of Plateau Southern zone Senatorial elections, Munashakonline and Sourcenew24 took a 3 Days trip (29th May 2020 – 31st May,2020) to Quaan -Pan and Shendam Local government Area to meet with grassroots party stalwarts of the leading political parties (The APC and The PDP) to sample opinion of the electorates from the grassroots on who they think stands a chance in the forthcoming elections across the two parties.
In sampling the opinion, the party stalwarts represented their personal opinion and that of their people in their submissions based on questions administered during the interview.
For balance and credibility, the respondents spoke about the chances of candidates in their party and that of the opposition party regarding the primary and secondary election respectively.
The southern zone is made up of six local government Area namely, QUANPA’AN MIKANG, SHENDAM, WASE, LANGTANG NORTH & LANGTANG SOUTH.
This finding is that of Quaan Pan & Shendam, the team will equally visit the other four local Governments to complete the opinion sampling research work.
The views expressed in the report are entirely that of the respondents who agreed that their names should be published as the authentic source for clarity and they were recorded on tape for documentation and reference.
However, we could not get to meet with one of the APC party stalwart due to some circumstance beyond our control as this was one of the limitations of our findings.

Hon Danjuma Yusuf Ismaila Dabang who is not only a politician but of the secretary of the NURTW in Kwa district has said the PDP as far as the election is concern no sentiment Rt Hon George Daika is the man to bit as he stands a better chance, according to hon Daban the APC in quanpa’an as far as he is concern is divided because of the emergence of too many candidates from the LGA, and the forget that the southern senatorial zone is comprises of 6 LGA’S, he further review that prof Nora Ladi Daduut is also a relation of chief John Dafaan and she is not a politician and the fact that the said she is the governor candidate that doesn’t make her a politician, according to him at of 1,000 people not up to 50 to 70 persons know prof Nora and that alone is a minus to the APC but Rt Hon George Daika has been in politics for long and as far as the southern zone is concern he has structures on ground that he still strong both in the National and the state.
Another stakeholder in the local government who belong to the rulling party APC who doesn’t want his name disclose also gave his analysis as a politician according to him preferably for APC to make wave in this southern senatorial zone bye election Isaac Kwallu and chief John Dafaan stand a better chance and Lalong should go and settle his difference with his former Chief of staff and shouldn’t play with their seat of the senator otherwise PDP will take the day and that will spail doom for APC in 2023, as he said prof Nora only have experience in the academia and let him leave that woman alone and stop looking for soft landing for his senatorial ambition, according to him Mikan, Shendam, Quanpa’an has a zoning that has been existing for a long time come 2023 the house of representatives zoning is coming to Quanpa’an, and so what happened if u have a senator from Quanpa’an and complete the remaining years of late sen Ignatius longjan and still want to remain and be reelected.

NORTHERN GOVERNORS MOURN FORMER NNPC GMD, DR. MAIKANTI KACHALLA BARU.

The Northern Governors Forum says it is shocked and distressed by the news of the death of the former Group Managing Director of Nigeria National Petroleum Corporation (NNPC), Dr Maikanti Kachalla Baru.
Chairman of the Forum and Governor of Plateau State, Simon Bako Lalong in a message of commiseration described the sudden death of Dr. Baru as a very big loss to the nation.
Lalong said “The late Maikanti Baru was a thorough bred professional who distinguished himself in his career where he contributed immensely to the growth and development of the oil and gas industry. He championed the implementation of reforms that left the sector more responsive to the energy needs of Nigerians especially as it relates to the supply and appropriate pricing of petroleum products”.
Governor Lalong also recalled the role the former NNPC GMD played a key role in the exploration of crude oil in other parts of Nigeria, particularly the Northern region which only recently found oil and gas in commercial quantity that is awaiting further exploitation.
Lalong conveyed the heartfelt sympathies of the Northern Governors Forum to the family of the deceased, the people and Government of Bauchi State, the NNPC, as well as friends and associates of the late Dr. Baru.
He prays that the almighty Allah will receive the soul of the deceased, forgive his sins, grant him eternal rest, as well as comfort all who mourn him.

Secondus Berates Buhari’s Performance After Five Years In Office

The national chairman of the Peoples Democratic Party (PDP), Mr Uche Secondus, has described the five years’ administration of President Muhammadu Buhari and the ruling All Progressives Congress (APC), as a waste and a road that ought not to be taken.

In a statement on Friday, the PDP national chairman said that in the last five years, all negative indexes in the country’s socio-political and economic life as a nation were activated.

Speaking further, he noted that in 2015, the global international community stood in salute for Nigeria for the great feat recorded in the area of democracy but rather than progress from it, the nation under the watch of the APC has continued to go in retrogression.

In the key areas of security, corruption, threats on democratic institutions, unity of the country and economic development on which the Buhari administration had hinged its promises to Nigerians, the PDP also scored the administration low.

Reps’ Hon Maitala Condemned Killings of Four in Iregwe Community, Call on Security To Step Up”

The Hon. member representing Jos North/Bassa federal constituency in the National Assembly, Maitala Haruna (Turakin Jere) is pained and expresses utter dismay over the brutal and indiscriminate killing of four innocent members of the Irigwe community yesterday.
Hon. Maitala condemns in the strongest term the inglorious act describing it as “man’s inhumanity to man”. He wonders why some people would resort to such barbaric and ungodly act at this turn of the century when communities in other climes, (irrespective of ethnic and or religious inclinations) are striving toward achieving progress in various areas of human endeavors.
Consequently, the Hon. member registers his deep-seated heartfelt sympathy to the family members of the victims.
Hon. Maitala is saddened because attacks and killings of community members in Bassa LGA has continued unabated, untamed and seemingly uncontrolled.
He is grieved because it is sufficiently evident that the act of killing and destruction of lives and property in the country is no longer news because of the scandalous dimension it has taken.
In this regard, the Hon. member finds it imperative to remind the government of its constitutional obligation to protect the lives and property of its citizens. He also deems it fit to call on the security agents to live up to their constitutional responsibilities and ensure that culprits and sponsors of such heinous acts are arrested and charged to appropriate courts for prosecution to serve as deterrent to others and instil confidence in the minds of the citizens.
The Hon. member strongly believes that with proper intelligent gathering and sharing, most security breaches would be averted and nipped in the bud early enough. It is for this reason that he is calling on government to equip and create the enabling environment for the security agents to perform their constitutional duties of protecting lives and property.
Hon. Maitala also wants government and security agencies take proactive steps to ensure that there is no repetition of senseless and brutal killing in Bassa and anywhere in Plateau state.
He further calls on all ethnic nationalities in Bassa and Jos North local government areas to be steadfast and remain committed to the path of peace.
He affirms unequivocally that there is no alternative to peace and that no one has monopoly of violence but strongly believes that towing the path of peace and tranquility is virile and non-negotiable.

As Nigerians celebrate the Nation’s 21 years of uninterrupted democracy, the Member representing Barkin Ladi/Riyom Federal Constituency Plateau State, Rep. Simon Mwadkwon Ph.D has admonished all Nigerians to remain optimistic and positive for a better, stronger and greater future.

Rep. Mwadkwon lauded what he termed the unflinching loyalty, commitment and immense contributions of Nigerians to Nation building. Dr. Mwadkwon said the sacrifices of Nigerians remain critical and urged them not to relent in contributing their quota to national unity, peace, cohesion, prosperity, growth and development.

“Since our return to democracy in 1999, our democracy & electoral system have been characterized by cases of vote-buying, ballot snatching, and stuffing, disenfranchisement, child voting, voting by proxy and other electoral malpractices trail elections in the country which have adversely affected the integrity of the electoral processes and getting credible leadership in many cases” the Federal Lawmaker posited.

Dr. Mwadkwon called on President Muhammadu Buhari to sign into law the long awaited Electoral Act which was amended by the National Assembly before the 2019 General Elections and awaiting his assent. He said when signed into law, the amended electoral Act will bring sanity, integrity and confidence in the electoral system and democracy at large.

Dr. Mwadkwon urged Nigerians to have faith in the Country and work for its prosperity.

“In the face of the present global COVID-19 Pandemic which has presented public health threat, I urged all Nigerians to stay safe and adhere strictly to health protocols and government directives aimed at curtailing the scourge” he said.

He charged those in leadership positions to make welfare of the citizens their priority and provide credible leadership at all times.

The Federal Legislator said as a Representative of the people, he will continue to provide credible representation through effective legislation that will impact not only Barkin Ladi/Riyom Federal Constituency, Plateau State but Nigeria at large.

While calling on the people to always pray and support their leaders to succeed, Rep. Mwadkwon urged them to hold their leaders accountable at all times and critique constructively when the need arises saying that is the beauty of democracy.

Northern Governors Salutes’ Aminu Bello Masari @70.

NORTHERN GOVERNORS CONGRATULATE GOVERNOR AMINU BELLO MASARI AT 70.

The Northern Governors Forum has rejoiced with Katsina State Governor, Aminu Bello Masari of Katsina State as he turns 70 on Friday 29th May 2020.
Chairman of the Forum and Governor of Plateau State, Simon Bako Lalong in a congratulatory message described Governor Masari as an accomplished politician who has continued to serve Nigeria with all the energy, passion and zeal in him.
Governor Lalong recalls that the Katsina State Governor remains a repository of wisdom and institutional memory for the Forum, especially on matters that relate to the legislature because of his antecedents having served for many years as a legislator and rising to become Speaker of the House of Representatives between 2003-2007.
He said “We are very happy to be associated with this humane, simple, and principled gentleman who exudes dignity, humility and all-inclusiveness in his approach to all National issues. He is a uniting factor and a symbol of unity within the Northern Governors Forum and Nigeria as a whole”.

SGF: We Have Identified Three Claims Of Local COVID-19 Cure For Further Investigation

The Presidential Task Force (PTF) on COVID-19 has announced that three out of the numerous claims of COVID-19 herbal cure have been identified and forwarded to relevant authorities for further investigation and validation.

The Chairman of the PTF, Boss Mustapha made the announcement on Wednesday while briefing journalists in Abuja.

He said the validation was made by the Federal Ministry of Health after holding a virtual meeting with Nigerian Researchers and Scientists.

He noted that the decision to meet with the researchers was also prompted by the incidents of mysterious deaths in Kano and some other cities.

“The occurrences in Kano and some other cities have given cause to launch our research initiatives using existing structures and systems in a manner that will build a legacy and prepare Nigeria for any future pandemic.

“As a measure of the importance attached to research and development of local capacity for finding a cure for COVID-19, the Federal Ministry of health held a virtual meeting with a number of researchers and scientists with claims to cure COVID-19.

“Out of the numerous claims, three were found to deserve further investigation and we have forwarded them to the relevant authorities for appropriate review,” the SGF said.

He added that efforts are equally being made to meet inventors of locally fabricated COVID-19 equipment.

“Similarly, efforts are being made by the Ministry of Science and Technology to subject a good number of locally fabricated COVID-19 equipment for verification and subsequent certification”.

The PTF Chairman stressed that the subject of research is central to the PTF and the Central Bank of Nigeria (CBN) is willing to support research efforts.

He, therefore, urged researchers to take up the challenge and come boldly forward with their innovation.

BREAKING: CBN Reduces MPR To 12.5 Percent

The Central Bank of Nigeria on Thursday reduced its monetary policy rate to 12.5 percent as part of efforts to combat the economic effects of the coronavirus pandemic.

The previous rate was 13.50 percent.

However, the bank retained its Cash Reserve Ratio (CRR) at 27.5 percent and liquidity ratio at 30 percent.

MPR is the interest rate at which CBN lends to the commercial banks and also the benchmark against which other lending rates in the economy are pegged.

A reduction in the MPR rate tends to make lending cheaper and helps to further stimulate the economy.

CBN Governor, Godwin Emefiele, announced the reduction during a Monetary Policy Council briefing on Thursday.
