By Peter Akpah

The social investment programme, with one of their components the conditional cash transfer the household Upliftment programme for the poorest of the poor and the vulnerable in the society has commence the continuation of the payments exercise for every household the payment which started on the 6th of April 2020 in line with Mr President directives was put on hold do to the lockdown in the state, and since the governor has open a window for people to go out and stock food before the lockdown continue as it has been extended to 23 April to meet the 14days medical specification for isolation according to the governor, so they have continue the payments exercise immediately and they are also working on modalities to see how to continue the payments even during the lockdown.

Over 61,000 households to benefit from this current intervention as in the previous payment captured over 26,000 households in the conditional cash transfer in the state, Dr Hamza also use the opportunity to call on those who their names are not captured or those with their identity card and are not captured for the payment should exercise patience as efforts are being made to resolved it and the will be capture again for subsequent payments she also said any person that they discovered he or she has a good source of income and still got his way to be a beneficiary if such person is notice they will disqualify such person as they intervention is targeted at the vulnerable and the poor of the poorest in the society so people should not take advantage of it unnecessarily.

The focal person Dr Sumaye Hamza who is the executive assistant to the governor on SIP during the disbursement to some beneficiaries in the central zone in chip in Pankshin LGC in an interview with journalist she expressed satisfaction in the way and manner the people organize themselves and she further said the conditional cash transfer is to meet the need of every households of the poorest and the less privileged in the society they programme have been there since from inception each beneficiary is to get 5,000 naira every month but in line with the president directives they are paying for 4 months that is why every household is collecting 20,000 naira, so there is misconception that the money is the federal government pailatives is far from that as the money is conditional cash transfer.
Dr Hamza further explain that the school feeding programme will still continue as they have been directed to start the feeding programme in various households by giving them the raw food and also a dietary time table for their mills for balance diet as is been given to them while in school before the close of schools, this is done in order to further cushion the effects of the lockdown and the pandemic that have bedevil the nation and the world at large she said, she also said they are working tirelessly on it and very soon they will start the distribution of food according to the numbers of benefiting pupils in line with the programme speculations.
The head of the conditional cash transfer head of unit Mrs Hilda Buenyen said there are speculations that they are pay the federal government palaitives she said that is absolutely not true, the programme has been in existence for years and is under the office of the vice president directly and so many people have been benefiting before now so people should always ask questions as their offices are open for further clarification on it she said.
And also sourcenews24 also engage some of the beneficiaries who couldn’t stop singing thanking God and the government for such an amount of money at this difficult time as one of them who is an aged grandmother of 98 years old Mama Jessica siad she now have money to buy food and medicine as things have been so hard for them, and also another beneficiary by name Hauwa Bitrus also expressed her happiness she said the money will help her to buy food stuffs and also reserved some for her children school fees, so many beneficiaries appreciated the government for reaching out to them at this time of coronavirus according to them.

Minister: COVID-19 Testing Criteria Expanded To Include People With Fever, Respiratory Infection

The Minister for Health, Dr Osagie Ehanire, has said that the testing capacity in the country has been expanded to include all thHose with fever and respiratory tract symptoms, as the government intensifies its efforts to curb the spread of the COVID-19.

Ehanire said this on Wednesday during the briefing by the Presidential Task Force on COVID-19 in Abuja.

“To ensure maximum testing capacity, the case definition and testing criteria have been expanded to include not only contacts of COVID-19 cases with fever and respiratory tract symptoms but all persons with fever and respiratory tract symptoms but also all persons with fever and respiratory tract symptoms of unknown cause,” he said.

Speaking further, he noted that the emergence of more cases of community transmissions has informed the need to quickly, identify, test and where necessary, isolate patients.

The health minister went further to explain that there are three levels of isolation centres.

The first, according to him, is for suspected cases of COVID-19 who are awaiting tests and results.

The second level is for confirmed COVID-19 cases with mild or moderate symptoms who need little or no clinical management and only need to be isolated from the community for the time they are infectious.

The third level is for confirmed COVID-19 cases with severe or critical symptoms who need enhanced clinical management or intensive care.

He, therefore, appealed to citizens to comply with invitations to isolation centres, saying “this is your best option of recovery and for detecting possible complications”.

Earlier on Wednesday, the Federal Capital Territory commenced community testing for residents.

The Director-General of the Nigeria Center for Disease Control (NCDC) said that “the target is to test 2,000 samples in Lagos, 1,000 in Abuja and in the rest of the country daily, of the right people who meet the case definition”

PIDAN CHALLENGES HOUSE OF REPS FEDERAL CHARACTER COMMITTEE TO MAKE PUBLIC OUTCOME SCRUTINY OF OTHER FEDERAL UNIVERSITIES , INSTITUTIONS.

PIDAN challenges House of Reps Federal Character Committee to make public outcome scrutiny of other Federal Universities , Institutions

By Golok Nanmwa ,Jos

Plateau Initiative for development and advancement of the natives on Thursday challenged the Federal Character Committee of the House of Representatives to make public the outcome of its scrutiny of other Federal Universities and Institutions in the country, as it did of the University of Jos.

This was contained in a statement signed by Prof. Aboi Madaki President
and Com. Nanle Gujor the Secretary General and made available to newsmen in Jos .

PIDAN further said it will be particularly happy if the House Committee makes public the data on the recruitment, admissions and principal officers of universities in the generation of University of Jos such as Bayero University, Obafemi Awolowo University, Usmanu Danfodio University, University of Nigeria, Nsukka, University of Ibadan, Michael Okpara University of Agriculture, University of Maiduguri and indeed all the federal universities in Nigeria so that the general public will judge.

Once they do that the House Committee may realise that the University of Jos has one of the well spread management teams and staff distribution in the country.

The group said it was reacting to a video making the rounds in the social media about an interactive meeting between the Vice-Chancellor of the University of Jos and the Committee of the House of Representatives on Federal Character.

The focus of the discussion was on the spread of the employees in the university which according to the Committee did not reflect federal character.

The statement reads that While we agree that it is the constitutional responsibility of the Committee to do oversight function in all Federal Ministries, Departments and Agencies, to however single out the University of Jos and few others for castigation, looks like some institutions are been targeted from some quarters.”

” This is evident and PIDAN finds it rather curious that the Chairman of the Committee refused to allow the Vice Chancellor to tender the permissions he got from the Federal Character Commission to conduct the recruitments he made, even when he said he had all of them with him at the interactive meeting. The position of the Vice Chancellor must have probably taken the Chairman off balance that he had to dismiss the Vice Chancellor at this point. ”
” PIDAN views the refusal to listen to the VC as clear manifestation of the Committee’s skewed position of a passed judgement of ‘guilty’ on the Vice Chancellor even before he appeared. No wonder he was not given the opportunity to defend himself. Our conclusion on the mindset of the House Committee is further strengthened when they stood logic on its head and threatened to prosecute the Vice Chancellor, thereby usurping the powers of the Federal Character Commission, the custodians of the law on Federal Character. ”
“During the interactive session, the House Committee had asked the Vice Chancellor and the Registrar which states they came from and they had both said they were from Plateau State, the House Committee then concluded that the university had become a “Plateau State University””

“The House Committee forgets the fact that the Principal Officers of the University were appointed through a due process of interview which was conducted by the Governing Council of the University, who are appointees of the President and Commander In-Chief of the Nigerian Armed Forces, who is also the visitor to the University. It is to be noted that during these interviews, the representatives of Federal Character Commission are always in attendance. The emergence of these officers were based on merit and not mediocrity or of any favour among those who applied for the positions. We make bold to ask here: What happens if all those who deservedly top these interviews come from one state, should merit be buried? We don’t want to believe that, that is what the House Committee wants!”
” For the avoidance of doubt, from our knowledge on the workings of the institution, the University tries as much as possible to observe the Federal Character principle. Of all the Principal Officers of the University, only the Vice Chancellor, Professor Seddi S. Maimako and the Registrar, Chief Monday M. Danjem are from Plateau State. The others, Deputy Vice Chancellor (Academic), Professor Tanko Ishaya is from Kebbi state; Deputy Vice Chancellor (Administration) Prof. Grey Goziem Ejikeme, Abia State; Bursar, Philip Umbugala, Nasarawa State, while the University’s Librarian, Dr. Thomas A Adigun is from Ogun state”

“We are aware too, that the immediate past Bursar of the University, Mallam Alhassan Ibrahim and Librarian, Dr Stephen Akintunde who left office in February 2020 were from Kogi and Oyo States, respectively. With these we don’t know how the Committee or anybody should fault the University on the appointments of the Principal Officers. ”

“The University, to the best of our knowledge is one of the universities in the country that has kept faith with the Federal Character Principle in its recruitments. This policy, we are aware has earned the University public accolades and commendations from different quarters, with the recent coming from the Joint Admissions and Matriculation Board (JAMB), which acknowledged the institution’s national spread in its admission policy. We can proudly say that, the University of Jos today stands out as one of the truly Federal Universities in Nigeria.

The statement further reads that “To us, singling out the University of Jos and a few others, is an attempt to give a dog a bad name in order to hang it. The University of Jos is not the only Federal University in Nigeria, yet it is one of those with national spread. We feel that there is more to it than meets the eye. It is an assault on all of us as a people and we want to register our displeasure in unequivocal terms. ”

” PIDAN wishes to reemphasize here that for the House Committee on Federal Character to be seen to be working on the basis of equity and justice, we challenge it to undertake a comprehensive audit of the spread of management and staff of all Federal Universities and Institutions in the country, with a view to ascertaining the extent to which the Federal Character principle has been observed. The report of such an audit should be made PUBLIC. Until then, we hold it that what transpired between the House Committee on Federal Character and the University was against the principle of natural justice.”

“PIDAN wishes to on behalf of the Plateau autochthones and the good people of Plateau State, commend the management of University of Jos, led by its Vice Chancellor, Prof Seddi S. Maimako for turning the fortunes of the University around and taking it to greater heights. They have transformed the University which has become the envy of many.”
We call on the management not to waver as we are solidly behind them and their developmental strides.

Plateau Youth council stand with Prof Maimako.

Plateau Youth council vows to stand with Prof Maimako

” Says VC has performed exceedingly well in infrastructural developmen

Plateau state Youth council on Thursday said the Vice Chancellor of the University of Jos Prof Sabastian Seddi Maimako has performed exceedingly well in infrastructural development in the history of the University of Jos and should be given the accolades that he deserves rather than dwelling on mundane issues thereby distracting him.

A statement signed by Dr Fabong Jemchang Yildam, the Chairman Plateau Youth council and made available to newsmen in Jos reads that”The attention of the Plateau State Youth Council has been called to a video that went viral on the internet on the interactive meeting between the House Committee on Federal Character and the Vice Chancellor of the University of Jos .

The statement further reads that “Having watched the interactive session several times and making a critical analysis of the discuss, the Plateau State Youth Council, which is the umbrella body of all youths on the Plateau irrespective of their political party, tribal extraction or religious beliefs wishes to Thank the House Committee on Federal Character for their tireless and relentless efforts in bringing sanity to our Federal Institutions and ensuring equity for all Nigerians irrespective of where they are coming from.

“However, the Council wishes to unequivocally call on the House Committee on Federal Character to request for the nominal roll of all Federal Universities in Nigeria and their employment status in the last five (5) years, and as well make an audit of the Human Resources of all Federal Universities and Institutions, so we can better appreciate this great job, and to dispel the thoughts that this is a witch hunt.”

“The Council noticed that the so-called interactive meeting did not meet the minimum acceptable standards. From the start to the finish, (assuming the meeting ended with the Vice Chancellor), the Vice Chancellor Professor Sabastian Seddi Maimako was not given the space and opportunity to defend himself. Rather, the House Committee on Federal Character came prepared with a mindset to embarrass, ridicule and intimidate the Vice Chancellor.”

The statement further added that “From the comments of the Vice Chancellor which the House Committee members where not keen to pay attention to, it is obvious that approvals were acquired and certificates of compliance have been obtained from the Federal Character Commission for these appointments. We have no doubt that given the opportunity, the Vice Chancellor and the Registrar would have given adequate explanations to these enquiries on the procedures on the employments carried for the period under review. “However, supposed the University of Jos did not strictly adhered to Federal Character in employment as claimed by the House Committee on Federal Character, this should have been handled in a civil and holistic manner. Thus, the discourteous manner in which the Vice Chancellor was addressed is unprecedented, which leaves us with a bigger question.”

“We also wish to call the attention of the House Committee on Federal Character to the obvious fact that the Prestigious University of Jos is not the Federal University of Plateau people as claimed by a Hon member of the House Committee. The House Committee will not use the Office of the Vice Chancellor and that of the Registrar alone to make conclusions on such. Of the six (6) ranking members in the administration of the University of Jos, four (4) are not from Plateau State. “The spread of principal officers in the University of Jos is one of the best in the country. Both Deputy Vice Chancellors, the Bursar and Librarian are not from Plateau State. The prearranged ambush on the person of the Vice Chancellor is a cheap blackmail, which should be condemned by all.”

“Additionally, it might also interest the House Committee on Federal Character to know that the University Council is constituted and inaugurated by the President, Federal Republic of Nigeria who also happens to be the Visitor of the University according to extant rule. The appointments of these Council members were strategically done to represent the geographical spread in the country. This same Council conducted the interviews of the Vice Chancellor and the Registrar. Your attention is therefore drawn to the fact that the appointments of these two principal Officers were both based on merit and not based on quarter system hence due procedure was strictly adhered to in the selection process.”

“The House Committee on Federal Character may wish to be reminded that They may do well by avoiding setting double standards in their investigation, and also applying selective justice. What happened at that meeting was a mere harassment and intimidation from people we elected and that too is unacceptable. Members of the House Committee on Federal Character should tell Nigerians what is obtainable in their states and stop making a mockery of proceedings.”
“The House Committee on Federal Character may also wish to be reminded that Federal Character is Federal Character. It should and must be applied universally. They should probably tell Plateau people how many Plateau sons and daughters have Federal appointments as compared to the north east and north west or south west. The selective amnesia displayed by the Honourable members is simply absurd. It portrays institutional blackmail and intimidation.” The House Committee on Federal Character should first do a self-search and purge themselves of the constant accusations meted on them with respect to giving employment opportunities to their constituents.”

“The Council wishes to salute the composure, calmness and display of statesmanship by Prof Sabastian Seddi Maimako and the Registrar. The duo are true heroes and patriotic Nigerians who refused to be intimidated by the House Committee members. The Plateau State Youth Council stands with you at this moment. We are proud of your achievements which includes reclaiming lands that belong to the University of Jos that were illegally acquired and restoring hope in the University Community.”

“Until the House Committee on Federal Character takes the initiative of summoning all Federal Government Institutions and Universities, they should stop this dance of shame and excuse the Vice Chancellor of the University of Jos from this unfortunate court where they served as both judge and jury in the matter. We remain law abiding citizens and will continue to support government policies and frown at government policies that are obnoxious. We also wish to call on our Representative in the House Committee on Federal Character to come out clear so we do not assume he is part of the ploy to bring our own down amidst this selective focus. We also called on our Representatives in the Federal House of Representatives to look at this matter closely, for an injury to one is an injury to all.”
