Madagascar Cure Will Be Subjected To Regulatory Process Before Use In Nigeria – PTF

The Madagascar herbal remedy for COVID-19 will be subjected to the normal regulatory processes before it will be administered for use in Nigeria, recently covid-19 cure the WHO meets African traditional medicine experts.

This was disclosed on Tuesday by the National Coordinator of the Presidential Task Force (PTF) on COVID-19, Sani Aliyu, while addressing journalists in Abuja, the nation’s capital.

Aliyu said following the presidential directive that the herbal remedy be airlifted to Nigeria, it will be subjected to stringent regulatory process within the legal frameworks of the country.

“I want to start briefly by talking about the Madagascar cure. As directed by the President, I want to state that any medication coming into the country whether it is herbal cure or concoction or normal drug. It has to be subjected to the normal regulatory process.

“The Madagascar cure will be subjected to the normal process we expect within the legal frameworks and guidelines that we have. More importantly, not only to establish its efficacy but for it to be legally registered.

“So this drug would go through the normal regulatory process which can be stringent before it can be administered in the country,” Aliyu said.

President Muhammadu Buhari had earlier ordered the PTF to airlift COVID Organics to Nigeria.

The Health Minister Osagie Ehanire including the PTF Chairman and Secretary to the Government of the Federation (SGF), Boss Mustapha, however, stressed on Monday that the remedy will be subjected to scrutiny before it can be used.

Ogun Receives First Batch Of Home Grown School Food Items

The Ogun State Government has taken delivery of the first batch of food items for the Home Grown School Feeding Programme by the Federal Government.

The food items which include rice, beans, salt, palm oil and vegetable oil are to be distributed to families of pupils in public primary schools in the three senatorial district of the state.

Special Adviser to President Buhari on School Feeding Programme, Titi Adeyemi-Doro while delivering the items to Ogun State officials on Tuesday said the palliatives are targeted at vulnerable school children.

Some of the items which include rice, beans, salt, palm oil and vegetable oil in the warehouse, set for distribution.

“Through the communities, many schools exist. The figures adopted by this COVID-19 response are the figures that we have been using in the school feeding programme in identifying the children and it is approved by the National Bureau of Statistics.

“The objective of this programme is to provide palliatives to vulnerable children during the lockdown and to ensure that vulnerable children on the school feeding programme continue to get nutritious food,” she said.

She added that the items will be delivered to households with children in public primary schools between primary 1-3 and have been verified in the school feeding.

According to her, the number of schools cleared by the National Bureau of Statistics for Ogun State is 1,589 schools while pupils cleared are 181,172.

The state commissioner for special duties and the director, Ogun State school feeding programme, Femi Ogunbanwo, while receiving the items explained the modalities to be adopted in the distribution of the stimulus packages. He assured that the state will be fair in the distribution.

NORTHERN GOVERNORS COMMMEND PRESIDENT BUHARI ON EFFORTS TO REVAMP AJAOKUTA.

The Northern Governors Forum says it is pleased with the commitment and efforts of the Federal Government to resuscitate the Ajaokuta Steel Company in Kogi State.
This is following the recent inauguration of the Ajaokuta Presidential Project Inauguration Team (APPIT) to help revamp the company in line with the recent agreement reached with Russia to resuscitate the steel company, by the Secretary to the Government of the Federation, Boss Mustapha.
In a statement through its Chairman and Governor of Plateau State, Simon Bako Lalong, the Forum commended President Buhari for remaining focused in fulfilling his desire to see that the complex, which has been moribund for about four decades, comes to life.
Lalong said, “We note with great delight the unwavering resolve of Mr. President to see that this complex which has been comatose for decades comes becomes productive to help in the industrialization of the country and boosting manufacturing. This dream when realised will not only create jobs, but also assist the nation to add value to its raw materials for domestic use and export”.
Lalong said the Northern Governors Forum noted that despite the fight against COVID-19, President Buhari remained committed to the realization of the aspirations of Nigerians to see that this national project is finally completed and put to use for the development of the nation.
He assured the President of the full cooperation of the Northern Governors Forum in seeing to the actualization of this national priority, which has defied previous attempts
The inauguration of the Ajaokuta Presidential Project Inauguration Team (APPIT) is part of the implementation of the agreement reached between President Buhari and his Russian counterpart President Vladimir Putin during the Russia-Africa Summit last year in Sochi, where they agreed on the resuscitation of the Ajaokuta Steel Plant through a Government-to-Government agreement with funding from the Afreximbank and the Russian Export Centre.

Reps To Hold Two-Day Public Hearing On Infectious Disease Bill

The Speaker of the House of Representatives, Femi Gbajabiamila, has given the assurance that transparency and accountability will be upheld in the conduct of the public hearing stage of the Control of Infectious Disease Bill, 2020.

He said the public hearing, which is expected to take place in the next few weeks, would be for two days and would be physical and open to submission of memorandum and position papers from members of the public.

Gbajabiamila stated this on Monday when he received some Civil Society Organisations (CSOs) at his office in Abuja, the nation’s capital.

He told them that the effects of coronavirus (COVID-19) during and after its outbreak were of paramount concern to the House.

The speaker noted that the House would step up its oversight responsibility on issues and palliative programmes around COVID-19, and the 9th Assembly’s Legislative Agenda would be rejigged to reflect the realities of the pandemic.

While stressing that the House would continue to observe its weekly sitting and add more days where necessary, he insisted that the lawmakers would continue to pass critical legislation during the COVID-19 period.

The lawmaker said, “On the Control of Infectious Disease Bill, we are aware that many of the comments it generated are genuine; some were political and some were clearly based on the misunderstanding of the bill, but we cannot ignore any and that is why we are taking it to the public hearing.

“It is going to be conducted over two days and because we don’t want to endanger anyone’s life, all the COVID-19 protocols would be observed in a hall that is supposed to take 300 people, we will have about 40.”

“Those who could not make it the first day would have the opportunity to be there the second day. The public hearing would be physical because this is all about transparency and accountability.

“We don’t want to endanger the lives of Nigerians. It will be beamed live on TV and radio but those that cannot make it to the public hearing will have the opportunity of sending their memorandum to the House,” he added.

According to the speaker, the bill that will be passed by the House will be the aggregate of the submissions of Nigerians.

Earlier, the leader of the delegation, Clement Nwankwo of Policy and Legal Advocacy Centre (PLAC) commended the lawmakers for rising to the occasion.

The House, according to him, has shown leadership in consultation regarding the pandemic and taken some positive steps to address the issues of concern.

Also at the meeting were the Majority Leader of the House, Hassan Ado-Doguwa; the Chief Whip, Muhammad Monguno; the Deputy Minority Whip, Gideon Gwani; and the House Committee Chairman on Defence, Babajimi Benson.

Others included the Executive Director of Civil Society Legislative Advocacy Centre (CISLAC), Auwal Rafsanjani, the Chief Executive Officer of Women Trust Fund, Mufuliat Fijabi; and the Executive Director of Youth Initiative for Advocacy Growth and Advancement (YIAGA), Samson Itodo.

COVID-19 Pandemic: Investments In Manufacturing Sector Records Sharp Decline – Survey

The COVID-19 pandemic has caused a sharp decline on investments in the manufacturing sector, a survey from the Manufacturers Association of Nigeria (MAN) has revealed.

MAN CEOs Confidence Index (MCCI) for the first quarter 2020 showed an MCCI of 44.4 points representing a significant decline from 51.9 points recorded in the Fourth Quarter of 2019.

This according to the survey, shows that manufacturing performance was dismal as the index fell below the 50 points benchmarks for the first time since the first edition of the report which was published in 2019.

“The pandemic has left no stone unturned in the manufacturing sector as investment recorded a sharp decline. A massive 75 percent of CEOs interviewed (50 percent declining and 25 percent severely declining) reported decline in investment on account of this pandemic and largely on the associated anxiety and uncertainty surrounding the global and national economic dynamics.

“Volume of production being a twin component also revealed a massive decline as 86 percent of CEOs interviewed (54 percent declining and 32 percent severely declining) reported decline in production volume on account of this pandemic.

“Thus, confirming that the pandemic has negatively affected both the demand and supply side of the economy. The reason for an effective collaborative framework for Government and Private Sector operators to rub minds on suitable stimulus packages that would enable the manufacturing sector ramp-up production to effectively meet domestic consumption requirements and in readiness for export.”

The manufacturers’ recommendations include; “a state of emergency in the manufacturing sector of Nigeria in order to be acquainted with the status of the sector and craft strategies for quick recovery backed with sustainable stimulus packages.

The report also added that “the government should establish a special bailout fund for the manufacturing sector with set deliverables on the number of jobs to be created, the volume of export, quantum of locally raw materials utilized and projected revenue.

“Grant manufacturers waivers from all demurrage payable between February and July 2020, especially those occasioned by the lockdown directives of Government and others associated with COVID-19 pandemic.

“Fastrack the provision of basic infrastructure, especially accessible road network and functional rail networks along the corridor of vital domestic trade hubs for raw materials, finished products and export routes.”

It also called on the government to support the manufacturing sector to guarantee its continuous survival by considering recommendations contained in the report.

Lalong Warns Security Agencies Against Compromise As He Inspects Boundary Routes.

GOVERNOR LALONG INSPECTS BOUNDARY ROUTES; WARN SECURITY AGENCIES AGAINST COMPROMISE.

Worried by the continuous violation of the closure of all boundary routes into Plateau State which has been identified as a major source of importing COVID-19 into the State, Governor Simon Bako Lalong on Monday 11th May 2020 visited some boundary entry points to assess the situation.

Governor Lalong was at the Forest-Hawan Kibo boundary point in Ryom Local Government area which is one of the major entrance routes to the State from FCT, Nasarawa, Kaduna and other parts of the country.
The Governor addressed the security personnel at the boundary where he expressed displeasure over the fact that the orders issued by the State and Federal Governments are not being carried out effectively as people still enter the State despite the closure order.
He said “We have given the order that no vehicles should come into the State while trucks should not pass this boundary once it is 6pm, even if it is exempted from the movement restriction. I see from the CCTV how these trucks pass and this must stop. I am warning the officers and men here to be more diligent, or face the consequences. You have made sacrifices to assist Government contain COVID-19, please don’t allow few among you to spoil your good work and integrity”.

Chairman of Ryom Local Government Mafeng Gwolson told the Governor that the border has been reinforced while illegal routes are also being addressed adequately through community engagement.
Along the way, the Governor intercepted some motorists for violating the movement order and non use of face masks. He counseled them and then directed security agencies to ensure they are made to comply with Government directives.
When he visited the Ganawuri-Manchok boundary route, Governor Simon Lalong again emphasized the need for strict adherence to the boundary closure in order to curb the transfer of the disease from other States and within Local Governments.
He also visited the Jingre-Saminaka boundary post in Bassa Local Government where he directed that all illegal boundary routes should be blocked with concrete barriers such as the one identified near the NNPC Depot on Zaria road.
He also directed the Local Government Chairman to engage the community leaders and also liaise with the NURTW to ensure that the trucks at the boundary are evacuated and strict compliance to boundary closure enforced.
Lalong said “The rising cases in the State with origin from other States demand that all hands must be on deck to curtail importation and also deal with the community spread from existing cases which are 17 as at 9th May 2020”.
He also visited one of the mobile courts in Jingre where he commended the Magistrates for working tenaciously to safeguard the lives of the citizens through addressing violations of government directives.
The Governor was also at the Ryom General Hospital which has been designated as a treatment centre for COVID-19. He was briefed on the few modifications required to make the facility suitable by the Commissioner for Health, Dr. Nimkong Lar.
On return to Government House in Rayfield, the Governor inspected a handwashing machine produced by one of the leading innovators in Plateau State, Engr. Jerry Mallo.

Stakeholders in Josnorth, Express Concern Over The Continue Raising Cases of Covid-19.

Stakeholders in North Local Government have expressed seriouse concerned over the increase rate of index cases of Covid 19 in the Area.

The stakeholders made their feeling known during an emergency meeting which was summoned at the instance of the Management Committee Chairman of the Local Administration Shehu Usman, held at the council chambers in Jos.

The meeting presided over by the management committee chairman was to look into the issue of rising index cases and community transmission there.
It is with a view to find ways of addressing the spread of Covid 19 pandemic in the area.

The Chairman enumerated some of the effort made by the council which include monitoring and enforcement at the entry points to Jos from Bauchi, provision of palliatives to some vulnerable people of the locality, Constituting a sensitization Committee as well as constitution of a rapid response team

Usman noted Jos North has recorded the highest case of Covid 19 in Plateau State and stressed the need for stakeholders to close ranks to fight the pandemic together.

Usman used the occasion to eulogize the steadfastness and commitment of Governor Lalong in putting everything in place to curtail the spread of the COVID 19 pandemic. He lamented a situation where people follow different entry points to Kano as unfortunate and prayed God to protect all citizens from the pandemic.

State commissioner for special duties and Non governmental Affairs Irimiya Werr said most of the index Cases recorded in Plateau state came through the boarders despite the closure of the main entrance into Jos.
He added that traditional and religious leaders as well as Youth organisations must join hands with Government to identify any suspected case in their domain and to also identify new returnees from other states.

The Ujah of Anaguta Joro Magaji represented by Agwom Dauji assured the chairman of the traditional rulers support to create more awareness for their subjects about the deadly desease

Others stakeholders who spoke at the meeting include the representative of the Christian Association of Nigeria CAN,JNI said all hands must be on deck to bring to an end the spread of the Coronavirus pandemic.

Donations were received from spirited individuals from Jos North towards the curb of the
pandemic.

Meantime,the local Administration of Jos North Local Government has commenced contact tracing to identify contacts of those who where tested positive of Covid 19 in the area.

This followed the effort made by the management committee chairman of Jos North Shehu Usman.

The team comprised officials from the state ministry of Health, the World Health organization, Rapid response team from Jos North as well as security operatives.
Shehu said arrangements have been put in place by government at all levels to ensure that those who test positive are given prompt attention by the team of medical professionals.

The chairman called on The people to cooperate with the government through reporting any person that comes into the community from elsewhere for quarantine.

Re-open Letter To Reps Josnorth/Bassa Fed. Constituency Regarding Killings in Iregwe community.

Re-open letter to Rep Jos North/Bassa Fed. Constituency
The attention of the Honourable member, representing Jos North/Bassa Federal Constituency, in the National Assembly, Haruna Maitala (Turakin Jere) to an open letter in one of the national dailies with the above caption, purportedly written by one, Redzie D. Jugo regarding attacks and killings in Irigwe Community, in Bassa Local Government Area of Plateau State.
Ordinarily, one would not have even contemplated joining issues with Mr. Jugo since in democracy; freedom of expression is encouraged as an essential ingredient of democratic culture. However, such expressions should be constructive and geared toward deepening our democracy.
A cursory look at Jugo’s open letter falls short of this democratic ethos as it is spurious, misplaced and malicious aimed at character assassination. The letter summarizes the best definition of mischief, more so, taking into cognizance the background of the author (a legal practitioner).
To further exhibit his motive, intent and the spirit behind the malicious machinations, Mr. Jugo dragged out Hon. Maitala of his constituency as a legislator and assigned him a military nomenclature with supreme command. He went further to deploy propaganda to demonize the Hon. Member to make him look crude, in-human and barbaric.
A discerning mind would appreciate this position when the following paragraphs in Jugu’s open letter quoted inter-alia below are keenly considered:
“You may be aware that on 19/04/20 at about 6:30 pm, inhabitants of Angwan Magaji, in Kamaru village were attacked, and for more than two hours the assailants destroyed and pillaged without interruption. Four people were killed, 38 houses and 86 rooms destroyed. This orgy of violence has become a constant feature in and around your constituency and your decisive inaction has been deafening. It has made me really wonder. Sir, are you in the know of the dastardly on goings in communities you swore to lead and protect?
Sir, are you aware that from January 2020 till date, the record shows a total of 33 attack incidents in which 22 communities were affected, with some of them attacked more than once? During this time under review, 104 farms were destroyed and a total of 44 people were killed, and 15 injured and hospitalized? And this is just 4 months into 2020; let us not discuss the same statistics prior to 2020. It is a painful exercise.
As I write this letter, Ancha that was attacked a few days ago, is suffering the same fate again?
Are you aware that for no explanation, personnel of the OPSH were removed and one of your constituents (Moses Gata) that dared to speak his mind about the removal was subjected to a traumatic abuse of his mind and body? And Sir, note that he is not alone in being abused in this fashion.
……….Sir, you have a choice to either throw yourself into the fray and make a difference or let your people keep dying while they keep hearing excuses from you. Bullets are killing them faster than the coronavirus is”.
Taking the above into account, Hon. Haruna Maitala, could be taken for a military commander that is given to a culture of mediocrity and Mr. Jugu is content to lay blame on him for his ineptitude. The paragraphs make it look as if Hon. Haruna Maitala (a legislator) is responsible for the security of his constituents but has remained despondent. This is not fair and unfortunate.
Mr. Jugu confirmed the power of telepathy when he revealed that Hon. Maitala’s visit to the paramount ruler of the Irigwe nation was perfunctory. He further queried the Hon. Member for not bothering to do a follow up inquiries and have an interface with the operation Safe Haven (OPSH), after his visit when he wrote:
Since you came back, after the COVID-19 downturn, apart from the perfunctory visit to the paramount ruler of the Irigwe Nation, did you bother to do follow up inquiries and have an interface with the OPSH leadership? Sir, if you have not, note that this is the kind of leadership that your people need at this time”.
This is an indictment on the OPSH suggesting that it needed to be reminded of its responsibility because it has not been living up to it. Also, it is another deliberate ploy to portray the Hon. Member in bad light before the vulnerable. This is more worrisome when one considers the fact that Mr. Jugu queried the Hon. Member four days after the OPSH commander, Major-General Chukwuemeka Okonkwo revealed approaches to end lingering crises in the state after his visits to traditional rulers including the paramount ruler of the Irigwe nation on April 26, 2020. Several mews sources quoted a press statement by the spokesman of the OPSH, Major Shittu Alao thus:
“Major-General Okonkwo stressed during his visit, that the Fulani and Irigwe communities in the state have vowed to embrace peace, calling on the public to cooperate with the OPSH by giving relevant and timely information to sustain its operation against banditry and other criminal activities in the state.”
In furtherance of his malicious intention, Mr. Jugu claimed Hon. Maitala granted The Daily Nigerian an interview on 13/04/2020 and said to have alluded to what is happening in his constituency “to be a clash or a dog fight between ethnic groups”. As far as the Hon. Member is concerned, the said interview and the statement credited to him only exists in the figment of Mr. Jugu’s imagination as he never granted interview to the medium under reference not to talk of making that statement.
It is laughable to read that Mr. Jugu was constrained to opt for the media to ventilate his view because Hon. Maitala has no functional office or had regular town hall meetings. From the above, Mr. Jugu has acknowledged that Hon. Maitala has a constituency office (of course, which is at No. 29, Murtala Mohammed Way, Jos, Jos North LGA) and has been having town hall meetings. However, the functionality of the office and the periodic nature of the town-hall meetings seem to be his concern. He has however, failed to tell the public the requirement to make a functional constituency office nor did he suggest a template for regular town-hall meetings. Consequently, the above can be deduced for yet another ploy to smear the good image of the Hon. Member.
In his final submission, Mr. Jugu wrote:
“Sir, do not forget that those who voted for you against the tide of expectations must have had hopes that your ascension to the House of Representatives will yield something positive for them. As it is, most of them have gone underground and do not have answers to our questions.
Sir, you can choose to make sure that history and posterity are kind to your legacy; that is, if there will be any worth talking about after you are done with this tenure: The choice is yours, Sir”.
It is instructive to note that Hon. Maitala’s victory at the polls was made possible by the Almighty through a team of committed people. Throughout the campaign period, none of them expressed desire of personal interest but rather, were all committed to the ideals and philosophy of the “LEGACY MOEMENT” aimed at delivering dividends of democracy to the constituents. They are still committed to that cause.
Hon. Maitala believes that power comes from God. He is also luminously conscious that all of us will one day give account of our deeds to God and therefore, not keen in name writing in gold by humans.
He believes in peace and has lived all his life pursuing peaceful ventures. The Hon. member has constantly expressed disenchantment over the continued unabated killings in not only Irigwe Community, but in Plateau State and Nigeria in general. He has also constantly registered his deep-seated heartfelt sympathy to the victims of these attacks.
Hon. Maitala believes that no society can make meaningful progress under violence and criminality. He is of the view that we must not leave any stone unturned as we seek to find a comprehensive solution to the peculiar dynamics of our human existence.
Hon. Haruna Maitala always holds that as a people who believe in God (irrespective of religious affiliation), we must underscore our common humanity as we seek to find within the dictates of our faith, those essentials that define us as human beings irrespective of ethnic or tribal differences.

Invite ICPC, EFCC To Monitor School Feeding Programme Amid Lockdown, SERAP Tells FG

Socio-Economic Rights and Accountability Project (SERAP) has sent a request to the Federal Government asking that the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and Economic and Financial Crimes Commission (EFCC) be invited to monitor the implementation of the school feeding programme.

SERAP in the Freedom of Information (FoI) request which was sent to the Minister of Humanitarian Affairs, Disasters Management and Social Development, Ms Sadia Umar-Farouk is also asking the Federal Government to make public, the details of the suppliers and contractors in charge of the programme.

The group in a statement signed on Sunday by its deputy director Kolawole Oluwadare, said it is calling on the authorities to “urgently publish details of the suppliers and contractors, the procurement rules, including bidding processes, the total budget, and all designated voucher distribution and collection sites for the implementation of the school feeding programme at home.”

SERAP is also seeking “information on the number of states to be covered during the COVID-19 crisis, the projected spending per state, details of the mechanisms and logistics that have been put in place to carry out the programme, as well as the role expected to be played by the World Food Programme.”

Umar-Farouk had on Wednesday announced that the government would start feeding school children in their homes during the COVID-19 crisis, starting from Ogun and Lagos states, and Abuja.

“Publishing the details requested is in the public interest. This would help to address public scepticism regarding the ability of the government to satisfactorily implement the programme, promote openness, and allow Nigerians to track its implementation and to hold suppliers and contractors to account.

“SERAP notes that the UN Convention against Corruption to which Nigeria is a state party requires the government to set the highest standards of transparency, accountability and probity in programmes that it oversees.

“The government has a responsibility to ensure that these requirements and other anti-corruption controls are fully implemented and monitored, and to ensure that the programme benefits the children and families who need it the most,” the FoI request which was signed by SERAP deputy director Kolawole Oluwadare, read in part.

SERAP said publishing the details of suppliers and contractors and the procurement rules being implemented for executing the school feeding programme at home would also remove the risks of conflicts of interest and politicisation of the programme, as well as promote transparency and accountability.

They also urged the Federal Government to establish an online national database for all suppliers and contractors responsible for carrying out the programme to feed school children in their homes, which is expected to cover over three million households in Lagos and Ogun states, and the Federal Capital Territory, Abuja.

“We would be grateful if the requested information is provided to us within 7 days of the receipt and/or publication of this letter. If we have not heard from you by then, the Registered Trustees of SERAP shall take all appropriate legal actions under the Freedom of Information Act to compel you to comply with our request,” the statement added.

SERAP noted that the information being requested does not come within the purview of the types of information exempted from disclosure by the provisions of the FoI Act because it bothers on an issue of national interest, public concern, the interest of human rights, social justice, good governance, transparency and accountability.
